New York, N.Y. (May 1, 2023) — Citizens Union has released the following statement from executive director Betsy Gotbaum in response to the New York City Campaign Finance Board recommending moving local elections to even-numbered years in their 2022-23 Voter Analysis Report. Citizens Union issued Moving Elections to Even-Numbered Years in January, a report detailing the benefits of aligning New York City elections with gubernatorial or presidential elections:

“Moving our local elections to even-numbered years will increase the number of New Yorkers voting in races for key city offices, make our electorate better reflect the diversity of our city, and save election administrators money. Our research shows that aligning local elections with presidential or gubernatorial elections would narrow participation gaps among voters, particularly for New Yorkers aged 18 to 29 and in majority-minority districts, and increase turnout in both citywide and local council races. We applaud the NYC Campaign Finance Board for including this common-sense recommendation in their Voter Analysis Report.”
