New York, NY (March 12, 2025) – Citizens Union issued the following statement on the City Council’s passage of Reso. 740-2025 (Restler), which urges the State Legislature to pass S590 (Krueger)/A3665 (Simone), state legislation that would prevent mayors from blocking ballot questions by establishing their own charter revision commission and requiring minimum timeframes for charter commissions:

“We applaud the City Council for passing this resolution calling on the state legislature to pass urgently needed reforms that will improve how we revise our city’s governing document. By establishing clear timelines and removing the mayor’s power to block council or citizen-led proposals, this legislation from Senator Krueger and Assembly Member Simone will bring balance and genuine public engagement to the charter revision process.

“New Yorkers deserve a charter revision process that serves the public’s interests, not political maneuvering and gamesmanship.”
