William Boyland is running for reelection, and will have completed his ninth year in office. As of the time of this writing, Boyland is currently under federal indictment for a second time for bribery charges (he was acquitted of the first indictment). He is also being investigated for allegedly claiming taxpayer-funded reimbursement of bogus expenses, and has 41 unpaid judgments totaling more than $22,000 for failure to file campaign contributions and expenditures. According to NYPIRG, Boyland has missed 280 legislative votes this past session. He did not sponsor any bills in 2011 and only three in 2012 that were never brought to a vote. Boyland says his top priorities as a legislator are strengthening school curricula in science, technology, math and engineering; improving neighborhood infrastructure; finding solutions to gang violence; and providing resources to small businesses to encourage them to hire district residents. Boyland supports most of Citizens Union’s reform issues, including a state campaign finance system with public matching funds modeled on New York City’s, but disagrees with CU on several issues, such as revoking pension for members who have been convicted of felonies and easing access to the ballot for state legislative candidates. Boyland voted against first passage of the constitutional amendment to create an independent redistricting committee, as well as the accompanying statute, but pledged to vote for the second legislative passage required to bring the issue to the voters. Because of his legal and ethical issues and lack of legislative activity, Citizens Union does not support Boyland in the primary race.

Nathan Bradley is chief of staff in the district office of Senator John Sampson and has been chair of Brooklyn Community Board 5 for the past five years. Born and raised in the district, he has work experience in the military and in information technology. He says he would be CU’s partner on reform and is especially passionate about election reforms such as election day registration, no-excuse absentee voting and allowing parolees to vote because they will directly impact his district which he says has extremely low voter turnout. His top issues for the district are providing more health care in a district with hardly any primary care facilities; economic development and job creation; and reducing gun violence. Bradley had a strong grasp of the needs of his district and a commitment to election reform, but Citizens Union did not prefer him because he did not present concrete strategies for carrying out his agenda.
