Cordell Cleare has represented Harlem in the New York state Senate since November of last year, when she won a special election for the seat vacated by Brian Benjamin, who was appointed to be Lieutenant Governor. Cleare worked with State Senator Bill Perkins for nearly two decades, serving as his Chief of Staff, and later ran against him – unsuccessfully – for a City Council seat. Her priorities include fully funding NYCHA, improving funding for public schools, and enhancing public safety while ending mass incarceration. Cleare indicated support for all of Citizens Union’s reform policy goals, but expressed doubt about reforming special elections, noting that her own selection process was rigorous and competitive; she won the party committee vote despite not being backed by the county party. Despite only serving in office for a short time, she demonstrated a good grasp of the job and deep understanding of the issues facing her constituents. Citizens Union prefers Cleare in this race and looks forward to working with her to advance reform in Albany.

Shana Harmongoff was the former Director of Community Affairs for then-Senator Brian Benjamin and later became his District Office Director. She indicated she had no knowledge of or involvement in Benjamin’s alleged corruption scheme for which he was indicted. Her priorities include housing the homeless, preventing gun violence, and improving mental health. Harmongoff indicated support for all of Citizens Union Policy goals. In her interview, she spoke passionately about improving transparency at JCOPE and the redistricting process through increased community involvement. She also promises to “reform modern-day policing” by hiring mental health professionals to assist police officers. Citizens Union was impressed by her dedication to this district and community service, and believes her energy and knowledge will lead to a promising future in this field.
