Citizens Union testified before the City Council Governmental Operations Committee on proposed community board reform, calling for independent budget allocations for community boards, the creation of a pool of urban planners independent of the borough presidents’ offices that can be accessed by boards, reforms to the member selection process, and the establishment of term limits.
