Citizens Union testified before the Council Governmental Operations Committee to recommend practices for community board recruitment and hiring. The recommendations include requiring written applications and interviews of all appointees and re-appointees by the borough presidents, establishing a 30-day deadline to fill vacant positions, requiring borough presidents to issue an annual report detailing their outreach efforts, and creating a term limit of two five-year terms. The testimony also includes the results of a poll of each borough president’s support for these reform measures.
