Dear Friend,

As the dust settles after former Governor Cuomo’s resignation and we look to turn the page on a tumultuous period in our state’s history, Citizens Union has been hard at work to deliver much needed reform to our state government. 

Our policy team — consisting of board members and staff — has been advocating for ethics and Board of Elections reform, and to ensure we have a fair and nonpartisan redistricting process. You’ll read more about that in the Policy Update below.

Additionally, we recently hosted our Annual Members Meeting, which featured a talk with New York City Comptroller Scott Stringer. Comptroller Stringer spoke about the federal relief funding coming to the city and how it is and will be spent. If you missed it, you can watch the Comptroller’s remarks here.

It was great to see so many of you virtually at the event. I hope you will join us in-person on October 21 at our Gotham Greats celebration, where we will honor Barry Berke, Lisa Blau and Eleanor Randolph (more on that below).

POLICY UPDATES

CU Advocates for Ethics Reform 

Last month, we testified before the State Senate during a hearing hosted by Sen. Alessandra Biaggi on how to reform the agency charged with regulating and overseeing ethics and misconduct of public officials — JCOPE. JCOPE has failed to rein in any ethical misconduct. It must be replaced with a new agency, whose commissioners and staff are free from political interference. We applaud Senator Biaggi for starting the dialogue, and are encouraged that Governor Hochul has shown a commitment to reviewing and reforming JCOPE.

 
CU Testifies at the NYS Senate urging Board of Elections Reform

Recent missteps from the Board of Elections have once again illustrated the need to replace the highly partisan agency with a professional team of election administrators. New Yorkers deserve an  agency that is accountable to voters, not party bosses. 
 
This week Ben Weinberg, our Policy Director testified before the New York State Senate calling for structural change for how elections are administered. This includes transitioning to having a Secretary of State — elected statewide — serve as the chief elections officer for New York. You can read our full testimony here
 

Additionally, our friends at the Brennan Center released a report outlining reforms to fix the agency (you can read that here). We also called for more transparency from the New York City Council, and asked that they hold a public confirmation hearing for the New York County Democratic Nominee for Commissioner of Elections.

 

State Redistricting Under Way

This month, the Independent Redistricting Commission released its draft redistricting plan. We are disappointed commissioners could not reach an agreement and instead chose to publish two partisan sets of maps. There should not be a Democratic and Republican way for redistricting, only districts that fairly represent communities and abide by legal standards. The appearance of disagreements within the commission could also encourage lawmakers to take back control over redistricting and draw maps that favor incumbents.
 
We have written to the commission to express our disappointment with a lack of transparency shown by the commission. Not only did all mapping negotiations take place in private, the maps were released in a format that was completely inaccessible to the average voter. You can read our letter to the commission here
 
Next month there will be a series of public hearings throughout the state where the commission will listen to feedback from the public on their plan. We encourage you to find the hearing closest to you, and let the commission know how important it is that New York State have a transparent, fair and impartial redistricting process.

 

ANNUAL MEETING

At the annual Citizens Union Members Meeting on September 22, New York City Comptroller Scott Stringer discussed the federal Covid-19 relief money coming to the City and how it is being spent and monitored. The discussion was moderated by Board Member, Tony Mattia.  Members asked the Comptroller questions about how the pandemic impacted the City’s tax revenue, and how the Comptroller can reduce the need for the City to pay out settlements for police misconduct. It was a thought provoking talk, with CU Members getting the inside scoop on an important initiative to help New York City heal from the (ongoing) pandemic.
